In August 2008 the California Bureau of State Audits issued the report, Affordability of College Textbooks [pdf], which makes recommendations to California colleges and universities to reduce textbook costs.

The California legislature has also enacted two bills, AB 2477 (Liu) and AB 1548 (Solorio) in this area (available online). In addition, the Federal Higher Education Opportunity Act includes textbook affordability requirements to be put in place no later than July 1, 2010.

The new American Opportunity Tax Credit provides tax credits for the purchase of textbooks and course materials. This broad range of initiatives include recommendations for university administrators, campus bookstores, and publishers as well as faculty.
